<br />r <br /> <br />JUNE 27, 1978 <br /> <br />TUESDAY <br /> <br />-- <br /> <br />By letter dated June 9, 1978, Mr. H. Arnold Prillaman, on behalf of The Loury Lester Air Park, Inc., <br /> <br />informed Council that this firm proposes to construct a private aeroplane landing field as well as to <br /> <br />provide tracts of land for residential development on property said firm owns or is owned by The <br /> <br />Lester Group, north of Martinsville, with a portion of said property draining into the Beaver Creek <br /> <br />Watershed, in which the City's Beaver Creek Water Impounding Reservoir is located. Mr. Prillaman <br /> <br />advised, further, that the firm has "no plans at this time for fuel storage and the area reserved <br /> <br />for hangars, etc., is in the Leatherwood Creek Watershed", and that nothing is seen in the planning <br /> <br />that will be detrimental to the Beaver Creek Watershed. In addition, and in person, Mr. Prillaman <br /> <br />indicated that the developers are aware of applicable laws and regulations pertaining to the <br /> <br />protection of watersheds and (that) they intend to comply therewith. Assistant City Manager-Public <br /> <br />Works Director George W. Brown informed Council that he envisions no problems insofar as the City's <br /> <br />interest is involved and (that) future usage of the property will depend upon compliance by the <br /> <br />developers and/or users of required safeguards. Although Mr. Prillaman and the firm asked for a <br /> <br />letter of approval, Council--in concurring with Mr. Brown--determined that approval or agreement <br /> <br />is not necessary because of said safeguards and the City's right to protect its interest. <br /> <br />After some discussion, Council placed upon first reading a proposal submitted by Mr. James B. <br /> <br />Jones, Jr., Building Official, whereby certain fees (in effect since 1950) for building permits <br /> <br />and inspection services would be increased. <br /> <br />-- <br /> <br />Upon recommendation of City Manager Noland and upon request of the City's Welfare Advisory Board, <br /> <br />Council authorized and approved the transfer of the administrative responsibility of the City's <br /> <br />Rental Assistance program from the City's Social Services Department to the Office of the City <br /> <br />Manager. In addition, Mr. Noland reported on the possibility of combining Henry County's <br /> <br />Rental Assistance program with the City's, sometime in the near future, whereby Martinsvil1e and <br /> <br />Henry County would be acting jointly for the Federal and State governments in the hope of avoiding <br /> <br />duplication of effort as well as providing greater convenience to the public. <br />
