GO
,) .

TUESDAY

JUNE 27, 1978

The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with

Mayor William D. Hobson presiding, was held Tuesday, June 27, 1978, in the Council Chamber,

City Hall, beginning at 7:30 P.M., all members being present, viz., William D. Hobson, Mayor;

William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West.

After the invocation, Council approved--as recorded--the minutes of its regular meeting held

June 13, 1978 and of its special meeting held June 20, 1978.

In response to Council's referral, from meeting held April 11, 1978, of the suggestion by

Mr. Ronald James, Henry County Planner, that the City endorse Henry County's proposed Land-Use

Plan and Housing Assistance Plan, the Planning Commission recommended that Council take no

position on said suggestion, the Planning Commission explaining that it has been willingly

participating in the regional planning process through the West Piedmont Planning District

Commission which, the Commission indicated, is the appropriate medium all participating

jurisdictions should consult on such matters.

In considering (for adoption) the proposed 1978-79 City Budget, as revised, Council reviewed the

following items therein but took no action thereon:

(1) the replacement of a copying machine in the office of the Clerk of Martinsvil1e
City Circuit Court (for which funds are included in said proposed budget);
(2) the City's requested share of the 1978-79 budget of the Blue Ridge Regional
Library, which the Library has subsequently requested be increased by the sum
of $828.00 to provide salary increases of 6% for Library personnel, said budget
having been prepared on the assumption that 5% would be allowed, which is the
amount Henry County has approved, in contrast with the 7% being allowed by
Council for City employees; and
(3) the Regional Health Department's request of the City for 1978-79.

In addition, pursuant to its action taken May 9, 1978, Council unanimously directed that the

proposed 1978-79 City Budget, as amended, be further revised to include the sum of $1,000.00 to

be donated to Patrick Henry Foster Care Services, Inc., toward the cost of renovating property
