<br />~l () <br /> <br />TUESDAY <br /> <br />JUNE 13, 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, June 13, 1978, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice-Mayor; Barry A. Greene; L. D. Oakes; and <br /> <br />Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />May 23, 1978, and of its special meeting held June 8, 1978. <br /> <br />In connection with Council's action, taken during its special meeting held June 8, 1978, with <br /> <br />regard to the 1978-79 budget requests of the several local constitutional officers, Council was <br /> <br />informed that the State Compensation Board had already taken action on these requests prior to <br /> <br />Council's June 8th action. <br /> <br />By written report, Dr. James E. Calkins, Superintendent of the Martinsville City School <br /> <br />System, on behalf of the City School Board, presented certain revisions affecting School System <br /> <br />expenditure requests for 1978-79 as well as certain revisions to both 1977-78 and 1978-79 revenues <br /> <br />for School System accounts. <br /> <br />Mrs. Jane B. Spilman, representing the local Anchor Commission, Judge J. English Ford, of <br /> <br />the District J&DR Court, and the directors of the local Anchor Houses appeared before Council <br /> <br />and explained the reason for changing the formula (i.e., from a population basis to a usage <br /> <br />basis) upon which the financial support requests have been made of the participating governmental <br /> <br />units for 1978-79, noting that Anchor House No.1 was the first facility of its kind established <br /> <br />in Virginia and at the time of its establishment there were no guidelines for determining a <br /> <br />locality's share of the cost of operating such a facility.
