<br />(Of ') <br />,.;( ~ <br /> <br />TUESDAY <br /> <br />APRIL 11, 1978 <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized Mrs. Kathy <br /> <br />Childress, Senior Citizens Coordinator, to file an application, under Title V of the <br /> <br />Older Americans Act, for a Federal grant of $27,548.87 which, with local donations <br /> <br />and in-kind values of $7,328.00, would be used to purchase equipment for and make <br /> <br />further improvements to the Senior Citizens Center, a project nearing completion, to <br /> <br />be in operation by May 6th. <br /> <br />Council expressed concurrence with a proposal submitted by a special study committee <br /> <br />(composed of Henry County Administrator John M. Richardson, City Manager Thomas B. <br /> <br />Noland, Piedmont Trust Bank President Irving M. Groves, Jr., Mr. Wilbur S. Doyle, <br /> <br />President of Doyle Lumber Company, Mr. Roy E. Frith, and Mr. Larry Aydlett, Executive <br /> <br />Director of the Martinsville-Henry County Chamber of Commerce) from the Martinsvil1e-Henry <br /> <br />County Chamber of Commerce, requesting the governing bodies of Henry County and the <br /> <br />City of Martinsville (and/or their representatives) jointly to meet with a professional in <br /> <br />the field of waste management, along with the special study committee, looking toward <br /> <br />developing plans for the most economical method of collecting and disposing of solid waste <br /> <br />in the two jurisdictions, a matter which the study committee described as being urgent. <br /> <br />On behalf of the Piedmont Regional Mental Health & Mental Retardation Services Board <br /> <br />("Chapter 10 Board"), Mr. Lambert Wood, Coordinator, presented to the City a check in <br /> <br />the amount of $1,997.03 as a refund of surplus funds from the operation of the Patrick <br /> <br />Henry Mental Health Center for fiscal 1976. <br /> <br />Mr. James M. Tobin, Director of the Patrick Henry Drug & Alcohol Council, presented said <br /> <br />Council's 1977 Annual Report which described the activities of this agency during 1977 <br /> <br />as well as set forth services rendered during the year. <br />
