<br />n <br /> <br />TUESDAY <br /> <br />MARCH 14, 1978 <br /> <br />- <br /> <br />West's direct questioning of the Federal officials and their responses on this subject, being <br /> <br />"played" for Council and citizens present. In response thereto, as a clarification of the <br /> <br />position and approach the City might take in this matter, City Attorney Worthy (with <br /> <br />Councilman Greene and Assistant City Manager-Public Works Director George W. Brown) pointed <br /> <br />out that, should Council authorize the filing of pre-application forms and/or subsequent <br /> <br />application forms for such Federal funding, it could submit therewith the housing assistance <br /> <br />plan previously filed and would be under no obligations to accept any Federal funding, if <br /> <br />granted, should the Federal terms and requirements attached thereto be other than those to <br /> <br />which the City agrees in its pre-application and/or application filing. With Councilman <br /> <br />West abstaining on the motion (duly seconded) authorizing the following action, and with all <br /> <br />other members of Council voting affirmatively thereon, Council authorized the preparation of <br /> <br />pre-application forms for projects suggested by Mr. Brown, as well as the scheduling (and <br /> <br />advertising therefor) of the required advance public hearings, meanwhile directing that the <br /> <br />prepared pre-application forms be submitted to Council, awaiting Council's decision and/or <br /> <br />authorization to file (or not to file). <br /> <br />- <br /> <br />Council referred to the Planning Commission, for its consideration and recommendation, a <br /> <br />petition filed by Mr. J. W. Jamison (of East End Remodeling Company, Inc.) requesting the <br /> <br />rezoning of his property at 516 Fayette Street from "R-6 Residential" to "M-l Industrial". <br /> <br />,,- <br /> <br />Vice-Mayor Cole, on behalf of Council, commended the City's Engineering Division and <br /> <br />Mr. Phillip T. Henry, City Engineer, upon having completed an updating of the City's tax <br /> <br />maps during the current fiscal year and at a nominal direct cost to the City, noting that <br /> <br />this updating would have cost the City approximately $12,000.00 had the work been contracted <br /> <br />to a private firm. <br />
