<br />, -) <br />.l. "0' <br /> <br />TUESDAY <br /> <br />JANUARY 24, 1978 <br /> <br />Through Mr. George W. Brown, Chairman (and the City's Assistant City Manager- <br /> <br />Public Works Director), the CBD Commission recommended the continued holding <br /> <br />in abeyance by Council of a proposed ''Meter Feeding & Loading Zonell ordinance, <br /> <br />as placed on first reading by Council on June 8, 1976. Council unanimously <br /> <br />accepted the Commission's recommendation. <br /> <br />Council also continued for further consideration, pending a response from the <br /> <br />local Downtown Business Association group (as to Council's "shared-cost" <br /> <br />suggestion), the CBD Commission's recommendation that Council appropriate the <br /> <br />sum of $10,000.00 for use by the Commission to obtain the services of a landscape <br /> <br />architectural firm for development of a IIlandscape planll covering the "core areall <br /> <br />of the City's "downtownll business area. <br /> <br />Council unanimously authorized, through the following duly-adopted resolution, the <br /> <br />applying for a State grant of $2,439.00 to be used under the terms and conditions <br /> <br />of the Virginia Litter Control Act of 1976, concurring with the City's administration <br /> <br />opinion that supplemental litter control measures are needed in the City and <br /> <br />(that) the use of said grant, for IIpromotionalll and educational purposes, would <br /> <br />enhance the City's efforts in this cause: <br /> <br />WHEREAS, Martinsville City Council recognizes the existence of a litter <br />problem within the corporate limits of the City of Martinsville; and, <br /> <br />WHEREAS, the Virginia Litter Control Act of 1976 provides, through the <br />State Department of Conservation & Economic Development, Division of <br />Litter Control, for the allocation of public funds in the form of grants <br />for the purpose of promoting enforcement of anti-litter statutes and <br />ordinances and for the purpose of enhancing local litter control <br />programs; and, <br /> <br />WHEREAS, said Council has reviewed and considered the regulations and <br />the application covering administration and use of said funds; now, <br />therefore, <br />
