, -) .l. "0' TUESDAY JANUARY 24, 1978 Through Mr. George W. Brown, Chairman (and the City's Assistant City Manager- Public Works Director), the CBD Commission recommended the continued holding in abeyance by Council of a proposed ''Meter Feeding & Loading Zonell ordinance, as placed on first reading by Council on June 8, 1976. Council unanimously accepted the Commission's recommendation. Council also continued for further consideration, pending a response from the local Downtown Business Association group (as to Council's "shared-cost" suggestion), the CBD Commission's recommendation that Council appropriate the sum of $10,000.00 for use by the Commission to obtain the services of a landscape architectural firm for development of a IIlandscape planll covering the "core areall of the City's "downtownll business area. Council unanimously authorized, through the following duly-adopted resolution, the applying for a State grant of $2,439.00 to be used under the terms and conditions of the Virginia Litter Control Act of 1976, concurring with the City's administration opinion that supplemental litter control measures are needed in the City and (that) the use of said grant, for IIpromotionalll and educational purposes, would enhance the City's efforts in this cause: WHEREAS, Martinsville City Council recognizes the existence of a litter problem within the corporate limits of the City of Martinsville; and, WHEREAS, the Virginia Litter Control Act of 1976 provides, through the State Department of Conservation & Economic Development, Division of Litter Control, for the allocation of public funds in the form of grants for the purpose of promoting enforcement of anti-litter statutes and ordinances and for the purpose of enhancing local litter control programs; and, WHEREAS, said Council has reviewed and considered the regulations and the application covering administration and use of said funds; now, therefore,
