<br />10 <br /> <br />TUESDAY <br /> <br />JANUARY 24, 1978 <br /> <br />the elderly, disabled and/or handicapped owners of real estate within the City. <br /> <br />Also, by a recorded and unanimous vote, Council appropriated (from its General <br /> <br />Fund Emergency Account ) the sum of $120.00 for the anticipated cost of <br /> <br />publicizing said revised IIceilingsll. <br /> <br />Upon recommendation of City Manager Noland, Council authorized the extending <br /> <br />for one year of the City's contract with its insurance consultants, being <br /> <br />Industrial Insurance Management Corporation, at a cost of $3,500.00. <br /> <br />In connection with property taxes assessed by the City against a Federal Government <br /> <br />agency on four parcels*of land in 1973 and/or 1974, subsequently deeded to the City <br /> <br />by said agency, Council authorized and directed the waiving of said assessed taxes <br /> <br />and the "writing off" of same. ~* See Addendum) <br /> <br />Upon being informed that, through an appropriate State agency, there may be Federal <br /> <br />funds available to Martinsville toward the constructing and/or operating of a <br /> <br />subsidized housing project, if applied for and the application is approved, Council <br /> <br />expressed the opinion--supported by Ms. Frances Fleming and Mr. Oscar Cannaday, but <br /> <br />opposed by Mr. Bruce Dallas (who urged Council to consider such a program as a <br /> <br />means of helping the less-fortunate citizens)--that present housing programs are <br /> <br />meeting the City's housing needs, therefore taking no action on this matter. Also, <br /> <br />in connection with this matter and with the City's progress toward meeting certain <br /> <br />housing goals, Councilman Greene presented the following prepared statement: <br /> <br />I would like to take a few minutes to discuss the City's subsidized <br />housing policy and goals adopted by Council in the Comprehensive Plan <br />and the City's progress in meeting these goals. <br /> <br />The Housing Policy of the City, as expressed in the Comprehensive Plan, <br />is that, "Housing will be encouraged at cost levels and in structure <br />types which will serve the complete needs of the community.1I The specific <br />goals adopted by Council to carry out this policy are as follows: <br />
