Cole, Jr., presiding was held Tuesday, August 10, in the Council <br /> <br />C~amber, City Hall, beginning at 7:30 P.M., all members being present, RS follows: <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Council presented a token of its appreciation to Mr. James Moyer <br /> <br />Merriman for his services as a member of the Social Services Administrative Board since <br /> <br />1977 and as its chairman during the past year. The record notes that Mr. Merriman, having <br /> <br />already served two successive terms on this Board, was declared ineligib1e--under State <br /> <br />Welfare Board regu1ations--for a third term to which he was recently reappointed by <br /> <br />Counc il . <br /> <br />Council unanimously approved--as recorded--the minutes of its regular meeting held <br /> <br />July 27, 1982. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on Patrick <br /> <br />Henry Mental Health Center's recent petition--recommended for Council's approval by the <br /> <br />Planning Commission--seeking the rezoning from "R-6 Residential" to "P--2 Professional" <br /> <br />of the Paul S. Davis property located at 301 Starling Avenue. According to Dr. Joseph <br /> <br />Leizer, Director of the Mental Health Center, and supported by Mr. Lambert Wood, Coor- <br /> <br />dinator for the Piedmont Regional Mental Health & M2nta1 Retardation Services Board <br /> <br />(Chapter 10 Board), beth or whom were present for this hearing, petitioner proposes to <br /> <br />lease the Davis property for week-day (9-to-5) usage as a rehabilitation facility for a <br /> <br />maximum of ten-to-twelve emotionally-disturbed adult citizens from Martinsville and <br /> <br />Henry County who have been previously institutionalized in State facilities but,because <br />
