<br />'i, <br /> <br />MONDAY <br /> <br />JUNE 28, 1982 <br /> <br />and the City of Martinsville; good support exists for merger of Public <br />Safety, Social Services, Streets and Roads, and Recreation; and a sig- <br />nificant "no opinion" exists in the areas of schools, water and sewer, <br />and general administration because of insufficient citizen information <br />and/or understanding of merger details. <br /> <br />Conclusions and Recommendations <br /> <br />Based on the information gathered by the Merger Study Committee, we conclude that <br />there are many positive benefits, referred to in detailed subcommittee reports, <br />that can accrue from merger. We recommend that the Henry County Board of <br />Supervisors and the Martinsville City Council: <br /> <br />A. Authorize this Committee and/or others to proceed to develop a merger/ <br />consolidation agreement which will include (1) a statement on a <br />subsequent school merger, and (2) a method to select a name for the <br />merged community. <br /> <br />B. Proceed, based on the (attached) schedule, towards a referendum on <br />merger between the City and the County. <br />* * * * * <br />TIME SCHEDULE (SUMMARY) <br /> <br />July, 1982 <br /> <br />The two governing bodies vote to petition <br />their respective Circuit Courts to initiate <br />procedures eventually leading to a merger- <br />consolidation referendum in each jurisdiction <br />(in November of 1982). <br /> <br />August, 1982 <br /> <br />Governing bodies appoint advisory committees <br />and prepare consolidation agreement. <br /> <br />September, 1982 <br /> <br />Publish consolidation agreement; petition the <br />Circuit Courts to order a special court; publish <br />notices; and file court pleadings and exhibits <br />preparatory to order for referenda. <br /> <br />November, 1982 <br />December, 1982 <br />January, 1983 <br />April, 1983 <br />July 1, 1983 <br /> <br />Referenda. <br />(If referenda carry) Draft charter. <br />Present charter to Virginia General Assembly. <br />Election campaigns for new officers. <br />Effective date of consolidation. <br /> <br />Following this presentation, various members of the two governing bodies inquired as to <br /> <br />certain facets of the report, with one or more members of the Henry County Board of <br /> <br />Supervisors expressing a preference that no action be immediately taken on the <br />
