<br />t ~ ' <br /> <br />MONDAY <br /> <br />JUNE 28, 1982 <br /> <br />financial data assembled, and physical facilities visited, as appropriate. <br /> <br />All supporting documentation for this report will be found in a separately-bound <br />appendix. Summary statements of its subcommittees' findings are as follows: <br /> <br />I. General Government <br /> <br />This subcommittee met with eight City and County agencies: Purchasing, <br />Finance, Central Accounting, Data Processing, Commissioner of the <br />Revenue, Treasurer, Welfare, and Personnel. <br /> <br />The subcommittee concluded that these agencies, other than welfare, <br />primarily support and assist the main functions of government; <br />therefore, if the decision is made to merge the governments, we see no <br />impediments to merging these agencies. <br /> <br />The subcommittee concluded that the benefits of merging these agencies <br />will involve better service to the taxpayers, improved utilitzation of <br />existing facilities, and some expenditure reduction, primarily in the <br />long run. The new form of government should be addressed at the time <br />of preparing the consolidation agreement. <br /> <br />II. Public Safety <br /> <br />The Public Safety subcommittee investigated police/jails, fire pro- <br />tection, courts/judicial administration, registrars, and rescue squads. <br /> <br />Merging public safety segments would provide the following advantages: <br /> <br />A. Improved efficiency and response time. <br /> <br />B. Potential of jail consolidation and prOV1S1on for <br />women and juveniles by combined use of existing facilities. <br /> <br />C. Standardization and economics in personnel, equipment, and <br />training. <br /> <br />D. Avoid duplication of efforts. <br /> <br />The only disadvantage identified was the additional cost to equalize <br />pay scales for law enforcement personnel, which should be offset by <br />some of the advantages. In summary, the subcommittee felt that there <br />were no major obstacles to merging public safety functions, and <br />improved services could be provided. <br /> <br />III. Schools and Recreation <br /> <br />This subcommittee met with the superintendents of the two school systems <br />and (with) representatives of the school boards. Adequate physical <br />facilities exist and/or are under construction for both systems. <br />Cooperative programs in many areas have been suggested by the two school <br />
