t ~ '

MONDAY

JUNE 28, 1982

financial data assembled, and physical facilities visited, as appropriate.

All supporting documentation for this report will be found in a separately-bound
appendix. Summary statements of its subcommittees' findings are as follows:

I. General Government

This subcommittee met with eight City and County agencies: Purchasing,
Finance, Central Accounting, Data Processing, Commissioner of the
Revenue, Treasurer, Welfare, and Personnel.

The subcommittee concluded that these agencies, other than welfare,
primarily support and assist the main functions of government;
therefore, if the decision is made to merge the governments, we see no
impediments to merging these agencies.

The subcommittee concluded that the benefits of merging these agencies
will involve better service to the taxpayers, improved utilitzation of
existing facilities, and some expenditure reduction, primarily in the
long run. The new form of government should be addressed at the time
of preparing the consolidation agreement.

II. Public Safety

The Public Safety subcommittee investigated police/jails, fire pro-
tection, courts/judicial administration, registrars, and rescue squads.

Merging public safety segments would provide the following advantages:

A. Improved efficiency and response time.

B. Potential of jail consolidation and prOV1S1on for
women and juveniles by combined use of existing facilities.

C. Standardization and economics in personnel, equipment, and
training.

D. Avoid duplication of efforts.

The only disadvantage identified was the additional cost to equalize
pay scales for law enforcement personnel, which should be offset by
some of the advantages. In summary, the subcommittee felt that there
were no major obstacles to merging public safety functions, and
improved services could be provided.

III. Schools and Recreation

This subcommittee met with the superintendents of the two school systems
and (with) representatives of the school boards. Adequate physical
facilities exist and/or are under construction for both systems.
Cooperative programs in many areas have been suggested by the two school
