Personal Property Management Standards, Attachment "N." Capitalized <br />property records are maintained by the City. All non-expendable <br />property purchased with UDAG funds is recorded in the system. <br /> <br />4. Procurement Procedures as outlined under A-102, Attachment "0." <br />The City has established a procurement policy which was reviewed and <br />found to be satisfactory. <br /> <br />5. OMB Circular A-87. Various costs incurred were reviewed for allow- <br />ability as Grant expenditures. Private investment of $25,592,323 has <br />exceeded the required $20,594,574. Some purchases, such as vehicles, <br />could be questioned as fixed equipment costs; but if these were <br />deducted, the required private investment still would be met. <br /> <br />6. Audit. A final Audit of the Program is to begin shortly and be <br />completed by June 30, 1982. As much as possible of the private <br />source expenditure documentation should be on hand so that the private <br />dollars contributed in the Program can be accounted for adequately. <br /> <br />PROJECT CLOSEOUT <br /> <br />Based upon our review, it appears that the following benchmarks, prerequisite <br />to closeout, have been or will be met within 60 days: <br /> <br />1. Recipient activities are complete; <br />2. Non-recipient activites are complete; <br />3. All construction is complete; and <br />4. All costs to be paid with Grant funds have been incurred, with the <br />exception of the cost of the final Audit. <br /> <br />Therefore, the City should initiate closeout procedures. The instructions and <br />necessary forms required to accomplish project closeout will be forwarded under <br />separate cover. <br /> <br />We commend the City for the progress made in implementing your UDAG Program. If <br />we can be of further assistance, please contact Ms. Jennings at 804/771-2853. <br /> <br />Council acknowledged receipt of a report from the Virginia Department of Rehabilitative <br /> <br />Services setting forth the scope of this agency's services provided (in 1981) to 130 <br /> <br />disabled citizens of the City. <br />
