<br />~r.!""" to '\ <br />./ M <br /> <br />TUESDAY <br /> <br />MAY 11, 1982 <br /> <br />service charges), Council adopted the following ordinance, with emergency clause <br /> <br />attached, amending as follows the Terms and Conditions of the City's utility services: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session held on May 11, 1982, that the second paragraph of Section <br />6.1 of the Terms and Conditions of Electric Service (originally approved <br />December 23, 1980) and the third paragraph of Section 8.1 of the Terms and <br />Conditions of Water and Sewer Services (originally approved March 24, 1981) <br />shall be revised entirely to provide as follows: <br /> <br />A delayed payment service charge will be applied to all accounts <br />if a bill is not paid within twenty-two (22) days of the billing <br />date. The delayed payment charge shall be ten (10) percent of any <br />balance in arrear. The delayed payment charge shall not apply to <br />any amount of the bill which the City collects as a consumer <br />utility tax. <br /> <br />BE IT FURTHER ORDAINED that an emergency is determined to exist, requiring <br />that this measure be passed on the same day of its introduction, and it <br />shall take full force and effect immediately upon its adoption, as pro- <br />vided in Chapter 3 of the Charter of the City of Martinsville. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized the execution by <br /> <br />City Manager Edmonds (on behalf of the City) of a deed by which the City of Martinsville <br /> <br />will convey two parcels of land to the City School Board and by which the City School <br /> <br />Board will convey to the City two separate parcels of land, generally described as <br /> <br />follows: <br /> <br />From the City to the City School Board <br /> <br />1. A residue of property west of the former Martinsville High School <br />gymnasium, between Brown Street and Mulberry Road Extension, being <br />used as a parking lot for school purposes; and <br /> <br />2. A residue of right-of-way on which the Albert Harris School is <br />situated, along Smith Road. <br /> <br />From the City School Board to the City <br /> <br />1. The former West End Primary School site (now occupied by the Ham <br />Learning Center) at Fourth and D Streets; and <br /> <br />2.
