<br />TUESDAY <br /> <br />APRIL 13, 1982 <br /> <br />---- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br />with Mayor Barry A. Greene presiding, was held Tuesday, April 13, 1982, in the Council <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis <br />T. West. <br /> <br />- <br /> <br />After the invocation, Council presented service awards to eight employees who completed <br />five-year incremental periods of employment with the City during the quarter ended March <br />31, 1982, with employment service ranging from five years to--as in one case--thirty-five <br />years. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded--the <br />minutes of its regular meeting held March 23, 1982. <br /> <br />Mr. William F. Franck and Mr. George B. Adams, Jr., Chairman and Vice Chairman, <br />respectively, of the City-County Merger Study Committee, appeared before Council and pre- <br />sented a status report on activities and preliminary findings of the committee in carrying <br />out the charge to the committee to determine whether it will be feasible for the City of <br />Martinsville and the County of Henry to merge into one governmental entity and/or to con- <br />solidate all or some of the functions and services of the two governments. The committee's <br />final conclusions and recommendations on this matter, expected to be made available by June <br />30, 1982, will be supported by factual data and reasons. Meanwhile, Messrs. Franck and <br />Adams informed Council that the committee, through special teams, is currently making <br />public appearances to present these preliminary findings in preparation, should the <br />committee make a positive recommendatiln for merger, for a referendum of the voters of the <br />two jurisdictions, perhaps in November of 1982. Council acknowledged with appreciation <br />not only this presentation but also the on-going work of the committee. <br /> <br />Council acknowledged receipt of--and took under advisement--a report entitled, "Martinsville <br />Housing Study", as prepared by Wiley & Wilson, Consulting Engineers, and presented by this <br />firm's Charles H. Barnes, Jr. This report revealed that, within sixteen enumeration <br />districts consisting of 5,100 housing units in the City, 326 units (of which 47 are vacant) <br />are sub-standard; whereas, from the 1980 Federal Census, the City had a total of 7,067 <br />year-round housing units, of which 452 were adjudged as being sub-standard.
