Mr. Doane pointed out, too, that the $3,000,000 UDAG <br />funds can be used by the City, as repaid by The Budd Realty Corporation, for other <br />industrial development projects or for UDAG-approved projects. City Manager Edmonds <br />informed Council that, in order for the UDAG application to be filed by Friday, <br />February 26th, (otherwise there would be a delay of three months before another such <br />application could be filed, which would be too late for The Budd Company to proceed <br />with its plans to re-open its local plant), duly-advertised public hearings must be <br />conducted separately by the City's administrative staff and the City Council, the <br />earliest date for which would be Friday morning, February 26th. Citing the favorable <br />impact upon the local economy this proposal offers, Council unanimously directed that <br />the duly-advertised public hearings be conducted on Friday morning, February 26th, <br />with the administrative hearing set for 9:00 A.M. and the Council's hearing, for which <br />the Council directed that a special meeting of the Council be held for this purpose, <br />to begin at 10:30 A.M. <br /> <br />Upon being informed that the Downtown Business Association has been unable to collect <br />for the City the amount of $1,127.00 due for Downtown Streetscape improvements in <br />front of Sidney's Store, at 132 East Church Street, and that this firm has refused to <br />pay said amount, being its proportionate share of the cost of said improvements, <br />Council unanimously authorized City Attorney Worthy to institute lega proceedings <br />against Sidney's Properties, Inc., of Roanoke, Virginia, to enforce collection of said <br /> <br />amount. <br /> <br />City Manager Edmonds presented descriptions and histories of ten parcels of City-owned <br />properties (excluding the former Central Grammar School property now leased to Pannill <br />Knitting Company, Inc.) which have been earmarked by Council as being surplus properties, <br />which properties Mr. Edmonds recommended be offered for sale at a time deemed appropriate <br />by Council. Council continued this matter to its forthcoming March 9th meeting. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to <br />Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), Council convened into <br />an Executive Session for the purposes of (1) considering the appointing (and replacement) <br />of a provider-member to the West Piedmont Subarea Health Council and (2) considering <br />some disposition of certain publicly-held property.
