TUESDAY

DECEMBER 8, 1981

be waived, with the understanding that Mr. Lester will pay the 1967 taxes in the amount of

$130.00, to which Mr. Lester agreed.

-

City Manager Edmonds, reporting on the current overall water supply situation, informed

Council that the level (of 12 feet and 1 inch below the spillway) of the City's Beaver

Creek Reservoir continues to appear stablized, attributed in part to continuing voluntary

water conservation measures (as reflected by a daily average of 1,400,000 gallons of pumped

water in November of 1981 less than the average daily amount pumped in November of 1980),

and that the drawdown on the Lester Quarry source may require changes in the level of the

pump in operation at this site (i.e., from the present fixed or stationary position to a

floating level).

City Manager Edmonds also reported that a proposed water agreement between the City and the

County of Henry, as developed by Mr. Edmonds and Henry County Administrator Lee Lintecum

(along with the two jurisdictions' consulting engineers and attorneys) under charge by

both governing bodies in July of 1981, is ready for presentation to the two governing

bodies, with Mr. Edmonds recommending that such presentation be made (to City Council) in

Executive Session at a time to coincide with the presentation thereof to the Henry County

Board of Supervisors in Executive Session scheduled for December 21, 1981; whereupn motion,

duly seconded and unanimously carried, Council called for a special meeting of the Council

for this purpose to be conducted in the Council Chamber, City Hall, December 21, 1981,

beginning at 10:00 A.M.

Miss Allen Brooks, representing The Women's Forum of Martinsville, extended an invitation

to attend a presentation on "The Health Effects of Radioactivity on Human Life" by Dr.

Harriet Ammann, Associate Professor of Cell Biology at North Carolina Central University,

the evening of December 9, 1981, at the Henry County Administration Building.
