<br />TUESDAY <br />, .... <br /> <br />DECEMBER 8. 1981 <br />. <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. Greene, Mayor; <br /> <br />Mayor Barry A. Greene presiding, was held Tuesday, December 8, 1981, in the Council Chamber, <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting held <br /> <br />November 24, 1981. <br /> <br />Upon recommendation of Mr. J. Randolph Smith, Jr., City Commonwealth's Attorney, and pur- <br /> <br />suant to statutory requirements, Council unanimously approved Mr. Smith's appointment of <br /> <br />Mr. David V. Williams, Attorney at Law, as Assistant Commonwealth's Attorney (for the City) <br /> <br />for a four-year term beginning January 1, 1982. The record notes that Mr. Williams has <br /> <br />and, subsequently, following Mr. Hartley's retirement, under Mr. Smith) since October 1, <br /> <br />previously served in this capacity (under former Commonwealth's Attorney John H. Hartley <br /> <br />1980. <br /> <br />Council unanimously approved, for execution by City Manager Edmonds, a (renewal) lease <br /> <br />with Hooker Furniture Corporation for use by the City's Recreation Department's sponsored <br /> <br />agreement (dated December 23, 1981 and effective for the fiscal year to begin July 1, 1982) <br /> <br />events of English Field and its adjacent parking areas owned by Hooker Furniture <br /> <br />Corporation, for the annual rental fee of $644.00, being the equivalent of current real <br /> <br />Meanwhile, Council acknowledged with appreciation this firm's continued interest in, and <br /> <br />estate taxes assessed by the City against Hooker Furniture Corporation for this property. <br /> <br />industry made no charge. <br /> <br />Field facilities available therefor, for which and for many years prior to 1980-81 this <br /> <br />support of, the City's recreational programs through, in particular, making the English <br /> <br />and Commonwealth's Attorney Smith, Council tentatively approved certain proposed amendments <br /> <br />Upon recommendation of City Manager Edmonds, concurred therein by City Attorney Worthy <br />
