<br />, <br />"i" <br /> <br />TUESDAY <br /> <br />NOVEMBER 24, 1981 <br /> <br />Upon motion, duly seconded, and with all members of Council voting affirmatively on the <br />motion with the exceptions of Councilmen Reed and West, who abstained because of their <br /> <br />interests in the institution hereinafter named, Council "tabled" a proposal that the City <br /> <br />pay to The First National Bank of Martinsville & Henry County funds (in the amount of <br />$202,850.00) borrowed under authorization from Council's meeting of September 29, 1981, <br /> <br />to finance the cost of the City's data processing system, said proposal being prompted by <br />the expensing in the Audit Report (for fiscal 19dO-81) of such costs as were incurred by <br />the City during 1980-81 for this system. <br /> <br />City Manager Edmonds informed Council that the level of the City's Beaver Creek Reservoir, <br /> <br />presently at 12 feet and 1 inch below the spillway, appears to have stablized through <br /> <br />voluntary conservation measures and the supplemental-emergency water supply sources the <br /> <br />City is currently making use of, such as the Lester Quarry and a reactivated well at the <br /> <br />Jones Creek Water Treatment Plant, plus the draining of several lakes and ponds; however, <br /> <br />as City Manager Edmonds pointed out, the proposal (authorized by Council on November 10, <br /> <br />1981) to obtain emergency water from Beaver Creek at a site above the Henry County Landfill <br /> <br />has encountered opposition from area property owners because of their fears that the flow <br /> <br />of Beaver Creek would not remain adequate should the City divert water therefrom for City <br /> <br />usage. Even so, Mr. Edmonds noted and Council concurred, the City would not attempt to <br />force this issue (through condemnation, for example) but would retain this matter under <br /> <br />advisement for future assessment. Meanwhile, several members of Council reported having <br /> <br />received some complaints of some discoloration of the City's water in several residential <br /> <br />areas, this being attributed to the fact that the City has temporarily suspended its <br />regular schedule of periodically flushing the City's water distribution system. <br /> <br />By report dated November 24, 1981, City Manager Edmonds informed Council that the City's <br />UDAG water system improvements project, initially expected to cost a total of $3,240,000.00 <br />
