<br />/~')- rl- <br /> <br />~) d <br /> <br />TUESDAY <br /> <br />NOVEMBER 10, 1981 <br /> <br />WHEREAS, Section 58-441.49:3 of the CODE OF VI~GLNIA (1950, and as amended) <br />provides that any gene:al local retail sales tax imposed by a city shall <br />apply to artificial or propane gas, firewood, coal and/or home heating oil <br />used for domestic consumption unless exempted therefrom by a duly-adopted <br />ordinance of the local governing body; and <br /> <br />WHEREAS, the City of Martinsville, Virginia, has a local general retail <br />sales tax anc the Council of said City desires to exempt artificial or <br />propane gas, firewood, coal and/or home heating oil used for domestic con- <br />sumption from the application thereof; now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session, that artificial or propane gas, firewood, coal and/or <br />home heating oil used for domestic consumption be, and the same hereby are, <br />exempted from the application of the local general retail sales tax of the <br />City of Martinsville, Virginia; and, <br /> <br />BE IT FURTHER ORDAINED by said Council that this ordinance shall be effective <br />on aJld aLter December 1, 1981. <br /> <br />Upon recommendation of City Manager Edmonds, Council unanimously authorized the employing <br /> <br /> <br />of an architect for the preparation of plans and specifications and for the inviting of <br /> <br /> <br />bids (for Council's consideration and action) for the proposed relocating of the City's <br /> <br /> <br />drive-in payment window to a location adjacent to the city Treasurer's office as well as <br /> <br /> <br />for certain proposed modifications to the Treasurer's office quarters. <br /> <br />After some discussion, and with the request that the City administration take under <br /> <br /> <br />advisement a suggestion (offered by Mr. Howard Lenderking, of 1118 Corn Tassel Trail) <br /> <br /> <br />that, with regard to the policy statement hereinafter made a part of these minutes, there <br /> <br /> <br />be included therein certain references and safeguards designed to prevent soil erosion, <br /> <br /> <br />Council unanimously adopted said policy statement governing the constrl'ction of storm <br /> <br /> <br />drainage facilities within the City, as ~ollows: <br /> <br />PURPOSE: <br /> <br />This statement is to elaborate policy as to the respective responsibilities <br />of the City and private property owners therein in all matters of installation, <br />operation and maintenance of storm drainage facilities. <br /> <br />Such policy is known to affect both public and private property and a <br />fundamental goal of this statement is to minimize future drainage and erosion <br />problems within the City. <br />
