/~')- rl- ~) d TUESDAY NOVEMBER 10, 1981 WHEREAS, Section 58-441.49:3 of the CODE OF VI~GLNIA (1950, and as amended) provides that any gene:al local retail sales tax imposed by a city shall apply to artificial or propane gas, firewood, coal and/or home heating oil used for domestic consumption unless exempted therefrom by a duly-adopted ordinance of the local governing body; and WHEREAS, the City of Martinsville, Virginia, has a local general retail sales tax anc the Council of said City desires to exempt artificial or propane gas, firewood, coal and/or home heating oil used for domestic con- sumption from the application thereof; now, therefore, BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session, that artificial or propane gas, firewood, coal and/or home heating oil used for domestic consumption be, and the same hereby are, exempted from the application of the local general retail sales tax of the City of Martinsville, Virginia; and, BE IT FURTHER ORDAINED by said Council that this ordinance shall be effective on aJld aLter December 1, 1981. Upon recommendation of City Manager Edmonds, Council unanimously authorized the employing of an architect for the preparation of plans and specifications and for the inviting of bids (for Council's consideration and action) for the proposed relocating of the City's drive-in payment window to a location adjacent to the city Treasurer's office as well as for certain proposed modifications to the Treasurer's office quarters. After some discussion, and with the request that the City administration take under advisement a suggestion (offered by Mr. Howard Lenderking, of 1118 Corn Tassel Trail) that, with regard to the policy statement hereinafter made a part of these minutes, there be included therein certain references and safeguards designed to prevent soil erosion, Council unanimously adopted said policy statement governing the constrl'ction of storm drainage facilities within the City, as ~ollows: PURPOSE: This statement is to elaborate policy as to the respective responsibilities of the City and private property owners therein in all matters of installation, operation and maintenance of storm drainage facilities. Such policy is known to affect both public and private property and a fundamental goal of this statement is to minimize future drainage and erosion problems within the City.
