<br />.j,. <br /> <br />TUESDAY <br /> <br />OCTOBER 13, 1981 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br />with Mayor Barry A. Greene presiding, was held Tuesday, October 13, 1981, in the <br />Council Chamber, City Hall, beginning at 7:30 P.M., and with all members being present, <br />viz., Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry <br />C. Reed; and Francis T. West. <br /> <br />After the invocation, Council--through t1ayor Greene and City Manager Edmonds--presented <br />service awards to ten City employees in recognition of their having completed incre- <br />mental five-year periods of service as City employees during the quarter ended <br />September 30, 1981, such periods of service ranging individually from five years to-- <br />as in the case of two employees--thirty-five years. <br /> <br />Council unanimously approved--as recorded--the minutes of its regular meeting held <br />September 29, 1981. <br /> <br />Council unanimously accepted with appreciation a cash donation of $4,100.00 from the <br />Martinsville Community Recreation Association for the expressed purpose of financing <br />the cost of installing lighting facilities as the City's Spruce Street Tennis Courts, <br />with Council appropriating said donated amount for said purpose. <br /> <br />- <br /> <br />Council unanimously authorized the acceptance from the Martinsville Community <br />Recreation Association of two parcels of land (consisting of 4.1 acres and 3.3 acres) <br />abutting and/or being a part of the City's Southside Park complex in exchange for <br />payment by the City to the Association of the respective sums of $181.46 and $153.99 <br />(total of $335.45), representing delinquent real estate taxes, penalties and interest <br />due by the Association to the City, meanwhile authorizing City Attorney Worthy to <br />prepare deeds of conveyance therefor. <br /> <br />Mr. James K. Sells, CPA, presented his Report on Audit of the City's financial records <br />and condition for the City's fiscal year ended June 30, 1981, noting that the format <br />in which the report was prepared conforms to accounting and reporting principles <br />
