<br />TUESDAY <br /> <br />AUGUST 25, 1981 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, August 25, 1981, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis <br /> <br />T. West. <br /> <br />- <br /> <br />Afther the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held August 11, 1981, subject to the correcting or changing therein, on page 127, the <br /> <br />reference description to the new Dialysis Clinic building on Commonwealth Boulevard <br /> <br />from "cinderblock construction and facing" to that of "metal building". <br /> <br />Upon motion, duly seconded and unanimously carried, Council called for duly-advertised <br /> <br />public hearings to be conducted at Council's forthcoming second meeting in September, <br /> <br />1981, rescheduled from September 22nd to September 29th, on the following two petitions <br /> <br />which have been recommended by the Planning Commission for Council's approval: <br /> <br />1. A petition submitted by Mr. Benjamin F. Gardner, Attorney at Law, <br />on behalf of Dr. & Mrs. Albert G. Byrum, Jr., and Dr. & Mrs. Marion <br />D. Richmond, petitioners, seeking the abandonment of that portion <br />of Brown Street which abuts petitioners' property at the intersection <br />of Mulberry Road and Ellsworth Street, with the understanding that the <br />portion abandoned in favor of the petitioners would be used by the <br />petitioners to meet off-street parking requirements, and the proposed <br />abandoned property be subject to a reservation for utility easements, <br />a reservation of nine feet of right-of-way for Ellsworth Street, and <br />the overall development of the property as agreed upon; and <br /> <br />2. A petition submitted by Mr. Douglas K. Frith, Attorney at Law, on <br />behalf of James P. Price, et als, petitioners, seeking the abandonment <br />of Maryland Street (right-of-way) between Lavinder Street and <br />Memorial Boulevard. <br /> <br />City Manager Edmonds, reporting on on-going efforts to secure short-term water supplements <br /> <br />to the City's water supply, informed Council that a connection has been made to the Henry <br /> <br />County Public Service Authority's Marrowbone Creek Water Treatment Plant's line at or <br />
