The <br /> <br />vote on the authorizing motion was: Ayes - Messrs. Greene, Reed and West; Noes - <br /> <br />Mr. Cole who, as a member of the Health Department Expansion Study Committee, noted <br /> <br />that he could not reconcile the proposed usage of brick veneer for the new animal <br /> <br />shelter with the bare minimal standards and expense he believes the Health <br /> <br />Department Expansion Study Committee will recommend for improvements to that <br />
