<br />.;~.j4 <br /> <br />TUESDAY <br /> <br />AUGUST 11, 1981 <br /> <br />B and C) to achieve the following: <br /> <br />(1) Each State Office on Aging develop guidelines to determine <br />the level of income and/or net worth below which an elderly <br />citizen in its jurisdiction would be considered indigent <br />(taking into account such necessities as outlays for <br />medical bills); <br />(2) Each potential participant in the congregate meals program <br />and in transportation services be required to complete an <br />application giving accurate information on his/her income <br />level; <br />(3) The agency administering the meal or transportation service <br />determine whether each applicant meets the criteria as <br />indigent (as defined above); <br />(4) Those elderly applicants who are indigent receive all <br />transportation and congregate meals without cost; <br />(5) Each State Office on Aging develop a sliding scale for <br />payment for transportation services and congregate meals, <br />based on income level and/or net worth of the participant, <br />such fees to cover actual direct costs of the service (not <br />including overhead, staff time, etc.), as far as possible; <br />and <br />(6) All elderly applicants who are not indigent (as defined above) <br />be required to contribute to the actual cost of provision of <br />the transportation service or meal, based on the sliding <br />scale described above. <br /> <br />Upon motion, duly seconded and unanimously carried, Council amended the City's <br /> <br />1981-82 Budget, as follows: <br />
