<br />, ;'J <br />,)! <br /> <br />TUESDAY <br /> <br />JUNE 9, 1981 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Barry A. Greene presiding, was held Tuesday, June 9, 1981, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />L. D. Oakes; Henry C. Reed; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held May 26, 1981 and, also, recognized and presented tokens of appreciation <br /> <br />to the following citizens for their services on the following boards and commissions <br /> <br />having ended or will soon end: <br /> <br />Regional Library Board <br />Mrs. R. Denby (Linda G.) Lewis <br />John W. Swezey <br /> <br />Welfare Advisory Board <br />O. Randolph Minter <br /> <br />Chapter 10 Board (PMH&MRS Board) <br />John D. French, M.D. <br /> <br />CBD Commission <br />A. Lawrence Aydlett, Jr. <br />R. Duke Ferrell <br />Willard B. Harris <br />W. Donald Hartford <br />William D. Hobson <br />Allan McClain <br /> <br />Clean Community Commission <br />Roy E. Frith <br /> <br />School Board <br />W. K. Putney, Jr. <br /> <br />Pursuant to duly-advertised public notices, Council conducted public hearings on <br /> <br />(1) a proposed 1981-82 City Budget, as revised, (2) an increase in the City's 1981-82 <br /> <br />tax levy, and (3) proposed usage of 1981-82 Revenue Sharing funds. On the basis of <br /> <br />the proposed 1981-82 City Budget (as revised), City Manager Edmonds projected <br /> <br />various fund surplus balances at June 30, 1982, and then called to Council's attention <br />
