<br />""".. r~) <br />: ,.) <br /> <br />r <br /> <br />TUESDAY <br /> <br />MAY 12, 1981 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Barry A. Greene presiding, was held Tuesday, May 12, <br /> <br />1981, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., Barry A. Greene, Mayor; William C. Cole, Jr., Vice <br /> <br />Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. <br /> <br />After the invocation, and on behalf of Council and the City Government, <br /> <br />Mayor Greene presented tokens of recognition and appreciation, for their <br /> <br />faithful service to the City, to the following recently-retired employees: <br /> <br />Samuel Gray Ingram, a member of the Fire Department from March <br />3, 1958, who retired with the rank of Fire Captain I on March <br />31, 1981; <br /> <br />Bernard B. Turner, a member of the Public Works Department <br />from June 2, 1963, who retired on March 31, 1981 as Senior <br />Equipment Operator at the City's Sanitary Landfill; and <br /> <br />Benjamin D. Pinkard, Sr., a member of the Public Works <br />Department since April 1, 1939 (having served two years and <br />three months in the armed forces during World War II), who <br />retired as General Superintendent of Public Works Operations <br />on February 28, 1981. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as <br /> <br />recorded--the minutes of its meetings held April 14, 1981, April 20, 1981, <br /> <br />and May 5, 1981. <br /> <br />Mr. Frank Dubar, of R. W. Beck & Associates (the consulting engineers to the <br /> <br />City for the proposed Ridgeway Hydro-Electric Project), presented to Council <br /> <br />this firm's final report on Phase II-B of said proposed project as well as a <br /> <br />status report on Phase III-A of said project. The Phase II-B report consisted <br /> <br />of an up-dated evaluation of the feasibility and construction cost of the <br /> <br />project which Mr. Dubar termed as the "backbone" of the Phase III-A license <br /> <br />application before the Federal Energy Regulatory Commission, whose processing <br />
