Increase to Surplus . . . . . . . 620,159 8,419,028 . . 9,039,187 . . 8,303,177 . . 736,010 . . . . . $ 115,851 Unappropriated Surplus 6-30-82 With regard to consideration of the School Board's recommended 1981-82 budget, in which various aspects of the City's educational programs were discussed (such as student enrollment, number of tuition students, and educational cost per student, as well as the City's net local cost for the total local school operations), Council pointed out to the School Board that already the Council has instructed City Manager Edmonds to revise his proposed 1981-82 City Budp,et to reduce the pro- posed 1981-82 real estate tax rate to a point which will yield $200,000.00 less than he proposed from this source and, also, to reduce to a 10% ceiling overall salary increases proposed for City employees in 1981-82, which reduction was estimated to be $30,000.00. If such a ceiling is applied to school personnel salaries for 1981-82, the School Board estimated that the effect would be a reduc- tion of $108,000.00 against that proposed for school personnel. After further discussion, in which members of the School Board made appeals for its recommended budget, Council--upon motion, duly seconded and unanimously carried--asked the School Board to re-submit a budget which would reflect a reduction of $108,000.00 from that originally submitted. In connection with the School Board's recent announcement that the Joseph l~rtin School will be closed at the close of the current school year, Council named Councilmen Oakes and Reed to serve with selected members of the School Board, as
