<br />MOOD~ <br /> <br />APRIL 20, 1981 <br /> <br />- <br /> <br />EFFECT ON ELECTRIC FUND SURPLUS: <br /> <br />Unappropriated Surplus 7-1-81 <br />Estimated Revenues . . . . . . <br />Total Available Funds . . . . <br />LESS: Estimated Expenditures including $640,000 <br />Transfer to General Fund . . <br /> <br />Increase to Surplus <br /> <br />. . . . . <br /> <br /> . . 620,159 <br /> 8,419,028 <br /> . . 9,039,187 <br /> . . 8,303,177 <br /> . . 736,010 <br />. . . . . $ 115,851 <br /> <br />Unappropriated Surplus 6-30-82 <br /> <br />With regard to consideration of the School Board's recommended 1981-82 budget, in <br /> <br />which various aspects of the City's educational programs were discussed (such as <br /> <br />student enrollment, number of tuition students, and educational cost per student, <br /> <br />as well as the City's net local cost for the total local school operations), <br /> <br />Council pointed out to the School Board that already the Council has instructed <br /> <br />City Manager Edmonds to revise his proposed 1981-82 City Budp,et to reduce the pro- <br /> <br />posed 1981-82 real estate tax rate to a point which will yield $200,000.00 less <br /> <br />than he proposed from this source and, also, to reduce to a 10% ceiling overall <br /> <br />salary increases proposed for City employees in 1981-82, which reduction was <br /> <br />estimated to be $30,000.00. If such a ceiling is applied to school personnel <br /> <br />salaries for 1981-82, the School Board estimated that the effect would be a reduc- <br /> <br />tion of $108,000.00 against that proposed for school personnel. After further <br /> <br />discussion, in which members of the School Board made appeals for its recommended <br /> <br />budget, Council--upon motion, duly seconded and unanimously carried--asked the <br /> <br />School Board to re-submit a budget which would reflect a reduction of $108,000.00 <br /> <br />from that originally submitted. <br /> <br />In connection with the School Board's recent announcement that the Joseph l~rtin <br /> <br />School will be closed at the close of the current school year, Council named <br /> <br />Councilmen Oakes and Reed to serve with selected members of the School Board, as <br />
