<br />TUESDAY <br /> <br />MARCH 24, 1981 <br /> <br />- <br /> <br />However, if the recommended alternative does not develop, it would be <br />advisable to place a flow gauge at the proposed intake location to <br />confirm the quantity of water available. In conjunction with the flow <br />monitoring, sampling should be accomplished to confirm its quality <br />before this alternative is dismissed. <br /> <br />_. <br /> <br />All of the raw water alternatives examined within the report are based <br />on utilizing three different streams, Reed Creek, Leatherwood Creek, and <br />the Smith River below Philpott Reservoir. An analysis was made of <br />Reed Creek and Leatherwood Creek without an impoundment. Three reservoir <br />sites were analyzed on Reed Creek, and two existing Soil Conservation <br />Service impoundments were investigated on Leatherwood Creek. Smith River <br />was analyzed both as a raw water source and also as a source for a new <br />filter plant which would be constructed and operated as a joint city- <br />county facility. In addition, raising the dam on the existing Beaver <br />Creek reservoir 10 feet and pumping water into the reservoir from Reed <br />Creek was investigated. <br /> <br />Henry County has studied the Philpott Reservoir and the Smith River <br />immediately below the dam for potential sites for a filter plant that <br />would satisfy the county's long-range needs. They have met with the <br />Corps of Engineers, the State Health Department, and local citizens and <br />have as a result purchased a site for the intake and the plant below <br />the dam. The county has had engineering plans developed for a 4 mgd <br />filter plant to serve the county's needs with provisions for expansion <br />to 12 mgd. It is unclear what if any allocation has been made for city <br />flows. The county has also developed by means of field surveys and <br />map investigation a routing for the transmission line from this plant <br />cross-country to Bassett, then generally along the Smith River and <br />Route 220 to the corporate limits of Martinsville. Limited portions of <br />this line have been constructed. <br /> <br />- <br /> <br />These 10 alternatives were evaluated on the basis of whether they could <br />supply the required safe yield to meet the city's projected water needs <br />and allow the city to utilize the maximum design capacity of the expanded <br />water treatment plant. The quantity evaluation indicated that five of <br />the alternatives could supply the required amount of water. The five <br />alternatives are: <br /> <br />1. Reservoir on Reed Creek. This alternative would utilize a dam <br />on Reed Creek and pump water into the existing Beaver Creek <br />Reservoir, as required. <br /> <br />Capital Cost <br />Estimated Annual O&M Cost <br /> <br />. $3,085,000 <br />95,000 <br />
