<br />''12 <br />i~,< .~ <br /> <br />TUESDAY <br /> <br />MARCH 24, 1981 <br /> <br />Council referred to City Manager Edmonds, for study and report, in collaboration with the <br /> <br />City School Board and neighborhood interests, the disposition and/or usage of the Joseph <br /> <br />Martin School, when closed. <br /> <br />Council acknowledged and referred to City Manager Edmonds certain budgetary cost-cutting <br /> <br />alternatives suggested by Mayor Greene. <br /> <br />Council acknowledged comments from Mr. William B. Muse, of 611 First Street, pertaining <br /> <br />to the proposed reorganization of the CBD Commission, with Mr. Muse expressing the hope that <br /> <br />the Commission will expand its concern and efforts to include areas outside of the present <br /> <br />downtown business district confines. <br /> <br />Pursuant to Sections 2.1-344(a)1 and 2.1-344(a) (6) of the CODE OF VIRGINIA (1950, and as <br /> <br />amended), and upon motion, duly seconded and unanimously carried by a recorded vote, Council <br /> <br />convened into an Executive Session to consider the following matters: <br /> <br />(1) case of Malvester Dixon vs. the City's Police Department; <br />(2) the appointing of members to the Martinsville-Henry County <br />Clean Community Commission; and <br />(3) the appointing of members to the proposed City-County <br />Merger Study Committee. <br /> <br />Upon reconvening into regular session, Council took no action on these matters. <br /> <br />Council called for public hearings to be conducted by Council at its forthcoming April 14th <br /> <br />meeting on the following two matters, both of which carry the approval of the Planning <br /> <br />Commission: <br /> <br />(1) an application for a Special-Use Permit, as filed by <br />the Collinsville Ruritan Club, seeking permission to <br />sponsor a circus performance at Liberty Heights <br />Fairgrounds, off Liberty Street, on May 12, 1981; and <br />
