<br />TUESDAY <br /> <br />MARCH 24, 1981 <br /> <br />..--. <br /> <br />Vice Mayor Cole called the Council's attention to the question <br />rather specifically in January, however, and urged that consideration <br />be given to a special study to identify the causes of this decline, in <br />order to reverse it. He has followed up on these thoughts more <br />recently, suggesting a study to include the following matters: housing, <br />retailing, jobs, restaurants, tax structure, and schools. <br /> <br />Preliminary discussions have been had with the West Piedmont Planning <br />District Commission, and a general outline of such a study has been <br />suggested. <br /> <br />Comprehensive Plan Update <br /> <br />,_. <br /> <br />In mid-1972, the consulting firm of Wiley & Wilson began to deliver <br />to the City a series of six volumes which together were to be known <br />as the City's Comprehensive Plan. The volumes were titled, as follows: <br /> <br />Housing Study <br />Community Facilities Study <br />Population Analysis <br />Economic Study <br />Capital Improvements Program (1972-1978) <br />Comprehensive Plan Summary <br /> <br />This work had been commissioned in 1971 and the consultant's efforts <br />were coordinated and reviewed by the City's staff and the Planning <br />Commission. The overall planning effort was considered to have been <br />completed in November, 1973. <br /> <br />._, <br /> <br />Then in 1978, the summary report of the Comprehensive Plan was updated, <br />again by Wiley & Wilson under the auspices of the Planning Commission. <br />On the acknowledgement page of this report, the consultant stated, <br />"This update of the 1973 Comprehensive Plan has involved an extensive <br />review and study of current data and statistics related to the various <br />elements of the Comprehensive Plan and an analysis of existing and <br />contemplated conditions, policies and objectives that will affect <br />the community's future growth and development." The updating effort <br />was, at least in part, a response to the State Code provision that <br />local comprehensive plans must be reviewed at least once every five <br />years to "determine whether it is advisable to amend the plan". <br /> <br />The primary changes incorporated in the update were in the land use <br />plan and related in large part to matters of open space designations. <br /> <br />It is now being discussed by the Planning Commission that a broad <br />revision of the Comprehensive Plan be undertaken, based on 1980 <br />census data, to begin early in the upcoming fiscal year and to be <br />finished by early 1983. Preliminary discussions along this line <br />have been had between the staff and Wiley & Wilson, and a draft proposal <br />to provide related services is being prepared at this time. <br />
