(.

TUESDAY

MARCH 24, 1981

-

The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with

William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West.

Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. Greene, Mayor;

Mayor Barry A. Greene presiding, was held Tuesday, March 24, 1981, in the Council Chamber, City

March 10, 1981.

After the invocation, Council approved--as recorded--the minutes of its regular meeting held

Mayor Greene, on behalf of Council, extended a cordial welcome to visitors and guests present,

among whom were--at the invitation of Council--members of both the Henry County Board of

Supervisors and the Henry County Public Service Authority, as well as their administrative

staff personnel, to hear the presentation by Wiley & Wilson, Consulting Engineers, of a report

Wastewater Treatment Plant improvements, both interim and long-range.

entitled, "Raw Water Study", and, also, a status report by Wiley & Wilson on the City's

Council deferred consideration of its scheduled order of business to receive the following

and citizens who are opposed to the City School Board's decision (announced March 23, 1981) to

prepared statement presented by Mrs. Patricia L. Dameron on behalf of local parents, teachers,

close Joseph Martin Elementary School at the close of the current school year, which presentation

was supported by petitions bearing some 2,000 signatures:

Not until after last Monday night's School Board meeting did the realization
strike home that the School Board fully intended to close Joseph Martin
School. We had hoped and prayed that they would realize the disasterous
affects not only on the school community by closing a school, but on the
community as a whole. Also it was apparent that Dr. Calkins had been
pressured to change his position.

Since that time, the community has worked together and gathered about 2,000
signatures from citizens who do not feel that a school should be closed at
this time. We know that there are many others who feel the same way, but
time and weather prohibited us from getting to everyone. We did the best
we could.
