<br />JLI <br /> <br />TUESDAY <br /> <br />FEBRUARY 24, 1981 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Barry A. Greene presiding, was held Tuesday, February 24, 1981, in the Council Chamber, <br /> <br />City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. Greene, Mayor; <br /> <br />William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held February 10, 1981. <br /> <br />- <br /> <br />By letter and through Mr. Charles H. Barnes, JF., AICP, an Associate of Wiley & Wilson, <br /> <br />Architects-Engineers-Planners, Council received a proposal by which Wiley & Wilson would <br /> <br />develop data regarding substandard housing in Martinsville and would examine the alternatives <br /> <br />for financing the rehabilitation of such housing and would develop a Housing Assistance Plan <br /> <br />for the City of Martinsville. An inventory of substandard units would require the physical <br /> <br />inspection of some 310 such units; and, the contract cost would be $17,600.00, which amount, <br /> <br />City Manager Edmonds reported, has been included in--and funded by--the City's current Housing <br /> <br />Rehabilitation Grant. On motion to accept the Wiley & Wilson proposal, with motion duly <br /> <br />seconded, Council voted (four-to-one, with Councilman West voting against the motion, noting <br /> <br />that to do otherwise would be inconsistent with his prior stance and position against Federal <br /> <br />subsidization and so-called "give-aways") to accept said proposal and award a contract for this <br /> <br />project to Wiley & Wilson. <br /> <br />In accordance with Section 58-900 of the CODE OF VIRGINIA (1950, and as amended), Council <br /> <br />unanimously established the rate of fifty dollars ($50.00) per diem for each of the three <br /> <br /> <br />members of the City's Board of Equalization, as presently constituted. <br /> <br />In connection with the regulations of the National Flood Insurance Program and to maintain <br />
