<br />.1 <br />, <br />f <br /> <br />TUESDAY <br /> <br />JANUARY 27, 1981 <br /> <br />- <br /> <br />Council was informed that House Bills Nos. 16, 17, 18 and 19, recently brought to Council's <br /> <br />attention by Vice-Mayor Cole, will not be reported "out of committee" and, therefore, will not <br /> <br />be up for consideration by the 1981 Session of the Virginia General Assembly. <br /> <br />City Manager Edmonds informed Council that (1) the Henry County Public Service Authority has <br /> <br />agreed to pay its share of the cost of interim improvements proposed for the City's Water <br /> <br />- <br /> <br />Pollution Control (Sewage Treatment) Plant; (2) pending the installation of these interim <br /> <br />improvements, there is a good possibility that offensive odor problems will recur; and (3) <br /> <br />as an attempt to prevent interim recurrences of offensive odors, the administrative staff is <br /> <br />now considering the costs and related factors involved in the construction of an emergency <br /> <br />lagoon. <br /> <br />Council acknowledged receipt of a status report covering the Martinsville-Henry County Rental <br /> <br />Assistance Program for the three months ended December 31, 1980. <br /> <br />In a status report on the City's UDAG project, Council was apprised of the fact that this <br /> <br />project, completion of which is forecast by the end of calendar year 1981 and relating same <br /> <br />to certain portions of the City's grant application (approval of which was "conditioned", <br /> <br />among other requirements, upon local industrial expansion already amounting to more than <br /> <br />$20,000,000.00), can be credited with the creation of 1,085 new jobs. <br /> <br />City Manager Edmonds reported that the Federal Energy Regulatory Commission has denied a <br /> <br />request, recently filed on behalf of the area's governmental entities which purchase electric <br /> <br />energy from Appalachian Power Company under wholesale tariffs, that APCo's effective date of <br /> <br />February 1, 1981, for its proposed 19.2% increase in its wholesale power rates, be suspended <br />
