With the correction of the registration meters and the repairs to the settling basin joints, plus a water "recycling" procedure being installed, the loss ratio is now within reasonable limits. In addition, frequent checks are being made of water storage tank altitude valves, groundwater tanks, water lines on private property, reports of leaks and line failures, large compound meters, plus the testing-replacement of small water meters and the bringing into conformity industrial water backflow prevention facilities, all of which should keep water losses to a minimum. Upon recommendation by City Manager Edmonds, Council authorized the participation by the City in a new organization, sponsored by the Virginia Section of the International City Managers Association, known as the Virginia Innovation Group, a non-profit and tax- exempt corporation in conjunction with the Florida Innovation Group, Virginia local gov- ernments and private enterprise, whose purpose envisions the expanding of the use of science and technology products and systems in local governments by transfer and sharing. Council received a schedule of up-coming regional legislative meetings for local govern- mental entities, sponsored by the Virginia Municipal League, one of which members of Council might attend in Roanoke, Virginia, on December 7, 1983. Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to Section 2.1-344, sub-sections (a)(l), (a)(2), and (a)(6), of the CODE OF VIRGINIA (1950, and as amended), Council convened into an Executive Session for the following purposes: A. To consider nominees for appointment to the Board of Directors of The Piedmont Seniors of Virginja, Inc., for the unexpired term of Mrs. Barbara O. Holland, resigned;
