With the correction of the registration meters and the repairs to the settling <br /> <br />basin joints, plus a water "recycling" procedure being installed, the loss ratio is now <br /> <br />within reasonable limits. In addition, frequent checks are being made of water storage <br /> <br />tank altitude valves, groundwater tanks, water lines on private property, reports of <br /> <br />leaks and line failures, large compound meters, plus the testing-replacement of small <br /> <br />water meters and the bringing into conformity industrial water backflow prevention <br /> <br />facilities, all of which should keep water losses to a minimum. <br /> <br />Upon recommendation by City Manager Edmonds, Council authorized the participation by the <br /> <br />City in a new organization, sponsored by the Virginia Section of the International City <br /> <br />Managers Association, known as the Virginia Innovation Group, a non-profit and tax- <br /> <br />exempt corporation in conjunction with the Florida Innovation Group, Virginia local gov- <br /> <br />ernments and private enterprise, whose purpose envisions the expanding of the use of <br /> <br />science and technology products and systems in local governments by transfer and sharing. <br /> <br />Council received a schedule of up-coming regional legislative meetings for local govern- <br /> <br />mental entities, sponsored by the Virginia Municipal League, one of which members of <br /> <br />Council might attend in Roanoke, Virginia, on December 7, 1983. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant to <br /> <br />Section 2.1-344, sub-sections (a)(l), (a)(2), and (a)(6), of the CODE OF VIRGINIA (1950, <br /> <br />and as amended), Council convened into an Executive Session for the following purposes: <br /> <br />A. <br /> <br />To consider nominees for appointment to the Board of Directors <br />of The Piedmont Seniors of Virginja, Inc., for the unexpired <br />term of Mrs. Barbara O.
