<br />~06 <br /> <br />TUESDAY <br /> <br />NOVEMBER 8, 1983 <br /> <br />dollar limit) on projects to be constructed by public employees, with projects exceeding <br /> <br />the dollar limit "cap" to be constructed by private contractors. <br /> <br />City Manager Edmonds informed Council that the recent response by City employees (coor- <br /> <br />dinated by Mrs. Ann Draper, of the Police Department) to the 1983 United Way campaign is <br /> <br />to be commended, wherein total pledges and contributions amounted to $4,862.86, or 16% <br /> <br />in excess of the ascribed goal and 22% more than pledged and contributed by City employees <br /> <br />in 1982. <br /> <br />In acknowledging receipt of the following report prepared by City Manager Edmonds <br /> <br />(entitled, "Report on Delinquent Real Estate Taxes and Recommendations for Future Action"), <br /> <br />which Council scheduled for study and consideration at its forthcoming November 22nd <br /> <br />meeting, Council authorized the preparation of proposed ordinances--for consideration <br /> <br />and/or introduction at said November 22nd meeting--designed to require payment (when pay- <br /> <br />ments are tendered) of "oldest year" delinquent taxes first and to establish a mechanism <br /> <br />whereby partial payments on delinquent real estate taxes, particularly in the Circuit <br /> <br />Court Clerk's office, will be accepted: <br /> <br />In the two years since the City started an active program of collecting <br />delinquent real estate taxes over three years in arrears, the total col- <br />lected in the Circuit Court Clerk's Office as of September 30, 1983, was <br />$158t426. By contrast, during the two previous years, we collected an <br />estimated $85,260. Taxes on seven of the ten cases taken to court have <br />been collected by City Attorney David Worthy. This totalled approximately <br />$13,157. (One owner is paying installments of $100/monthly.) The other <br />three cases are still pending for want of court hearings. <br /> <br />Of the original 950 cases on record as of October 1, 1981, less than half <br />(405) remain unpaid. These remaining owners have been contacted at least <br />once, and additional follow-up will take place in the next few months. <br />Several of these cases may be referred to the City Council for further <br />legal action if no effort is made to pay. <br /> <br />The first waiver of penalty and interest considered by the Council was <br />proposed by the City Administration in October, 1981, because tax records <br />
