<br />1 /'A< (' <br />, ( t) <br /> <br />SEPTEMBER 13, 1983 <br /> <br />TUESDAY <br /> <br />termination date (viz., April 1, 1985), less any grant funds received for the program <br /> <br />during this period. <br /> <br />Council unanimously accepted a report from the Planning Commission, pertaining to the pro- <br /> <br />posed abandonment of certain rights-of-way along Smith Street, from Beaver Street to <br /> <br />Katherine Street, in which report the Commission recommended that, <br /> <br />" . <br />. . . . . s ~nce <br /> <br />a 27-foot <br /> <br />street width has already been established, additional right-of-way beyond that which is <br /> <br />needed for future sidewalk construction be abandoned on an individual basis as requests <br /> <br />are made." The Commission further reported that its recommendation is based upon conditions <br /> <br />peculiar to this street, such as original street width, alignment, terrain, location of <br /> <br />residences, etc., and that the City would retain a minimum of five feet back of the curb on <br /> <br />each side of the street, and the total street width would be thirty-seven feet and, thus, <br /> <br />conform to Subdivision Ordinance standards for a marginal access street. The Commission <br /> <br />also reported that its consideration of this proposal evolved from a request by Mr. Marvin <br /> <br />Jamison, of 842 Smith Street, for the abandonment of a section of right-of-way in front of <br /> <br />his property, which present property line is irregular, in order that Mr. Jamison might <br /> <br />construct a retaining wall parallel to the street. <br /> <br />Council unanimously referred to the City's administrative staff, for study in consultation <br /> <br />with the CBD Commission, a request from Brown's, Inc., (through Mr. James D. Coleman, Jr., <br /> <br />Vice President) seeking the inclusion of portions of East Main Street and Clay Street in the <br /> <br />City's Streetscape program. <br /> <br />Mr. Joseph W. Pritchett, of 1203 Maxine Road, appeared before Council and presented the <br /> <br />following prepared statement on behalf of the Martinsville-Henry County Voters' League, <br /> <br />requesting the establishment of a "Ward" system for future councilmanic elections to <br /> <br />replace the present "at-large" system: <br />
