<br />l68 <br /> <br />TUESDAY <br /> <br />AUGUST 23, 1983 <br /> <br />During our budget sessions next spring, I shall look forward to the oppor- <br />tunity of compensating for excellence. <br /> <br />Councilman Reed noted that this matter was considered by individual members of Council, <br /> <br />if not as a body, and that with regret he must vote against a motion (if offered) to <br /> <br />increase the City Manager's salary at this time. The public hearing having been declared <br /> <br />closed, Councilman West offered the motion, seconded by Vice-Mayor Oakes, to amend the <br /> <br />City's current budget to provide City Manager Edmonds with a five percent salary increase <br /> <br />(plus increased fringe costs), effective September 1, 1983. This motion was defeated by <br /> <br />a vote of three-to-two (Messrs. West and Oakes voting for the motion and Mrs. Severt and <br /> <br />Messrs. Reed and Cole voting against the motion). <br /> <br />On behalf of the Martinsville Industrial Development Authority, Mr. S. Sutton Flythe, Jr., <br /> <br />Chairman, presented the Authority's annual report as of June 30, 1983, which report <br /> <br />included and itemized the project-financing applications received and acted upon by the <br /> <br />Authority since September 18, 1973. Mr. Flythe, in response to a query, also indicated <br /> <br />that the City's Authority, along with the Henry County Industrial Development Authority, <br /> <br />fully supports the recently-formed City-County Economic Development Corporation in its <br /> <br />purposes and goals. <br /> <br />By report dated August 16, 1983, Mr. Walter M. Stinnett, of Industrial Insurance Manage- <br /> <br />ment Corporation (the City's insurance consultant), informed Council as follows: <br /> <br />As a result of specifications recently prepared, bids have been <br />received on both a combined and a separate rate basis for the <br />City of Martinsville and (for) the City School System group <br />(employees) medical insurance programs (now carried through Con- <br />necticut General Life Insurance Company, for the year beginning <br />September 1, 1983. As to the City employees, bids were received <br />not only for the continuation of the present plan (of basic-and- <br />major medical coverage) but also for a comprehensive major medical <br />coverage plan, as now provided School System personnel. Of the <br />bids received (from Blue Cross-Blue Shield of Southwestern Virginia, <br />from Blue Cross-Blue Shield of Virginia--Richmond, from Connecticut <br />
