<br />Ire <br />Ju <br /> <br />TUESDAY <br /> <br />AUGUST 23, 1983 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, August 23, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, as fol- <br /> <br />lows: William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. <br /> <br />Severt; and Francis T. West. <br /> <br />Following the invocation and Mayor Cole's cordial welcome to visitors present, Council <br /> <br />approved--as recorded--the minutes of its regular meeting held August 9, 1983. <br /> <br />Pursuant to the requirements of Section 15.1-162.1 of the CODE OF VIRGINIA (1950, and <br /> <br />as amended), Council conducted a duly-advertised public hearing on a proposal to amend <br /> <br />the City's 1983-84 budget to the extent of providing funds--not previously budgeted-- <br /> <br />for the City's net cost share ($36,944.00) for the proposed expansion of the Blue Ridge <br /> <br />Airport runway, as requested by the Blue Ridge Airport Authority at Council's August 9th <br /> <br />meeting. There being no objections raised by any citizen to this proposal, Mayor Cole <br /> <br />declared the public hearing closed; whereupon motion, duly seconded and unanimously <br /> <br />carried, Council amended said budget by appropriating said sum of $36,944.00 for this <br /> <br />purpose and authorized the payment thereof to said Authority. <br /> <br />Also, pursuant to the requirements of Section 15.1-162.1 of the CODE OF VIRGINIA (1950, <br /> <br />and as amended), Council conducted a duly-advertised public hearing (authorized by <br /> <br />Council at its August 9th meeting) on a proposal to increase City Manager Edmonds' annual <br /> <br />salary by five per cent, along with fringe costs, effective September 1, 1983. Only one <br /> <br />citizen present spoke to this matter, viz., Mr. Clyde L. Williams, who inquired as to <br /> <br />why this proposal was not considered and acted upon by Council during its budget delib- <br /> <br />erations.
