Some of the non-support is due to a lack of <br />"down to earth" information as to how the <br />merger will affect the individual (for example, <br />taxes). <br /> <br />5. The non-support is not confined to the elected <br />officials. Non-support, expressed as opposition, <br />may be found in a number of areas of local <br />government including the school systems. <br /> <br />- <br /> <br />B. A number of responsible citizens have consistently held the <br />position the the County and the City should work to esta- <br />blish a "track record" of cooperation. For the benefit of <br />some who may not be familiar with this, a "track record" of <br />cooperation does exist. Examples include: <br /> <br />1. The Health Department and its recent expansion. <br /> <br />2. The Regional Library. <br /> <br />3. The United Fund. <br /> <br />4. The Chamber of Commerce. <br /> <br />5. The Memorial Hospital. <br /> <br />6. The Rental Assistance Program. <br /> <br />7. The purchase of interchangeable data processing <br />equipment. <br /> <br />8. The Leatherwood Creek Water Agreement. <br /> <br />9. The formation of the Economic Development <br />Corporation, a recent occurrence which may very <br />well serve as a cornerstone for all future co- <br />operation. <br /> <br />C. In light of the thoughts expressed in A and B, we recommend <br />that consideration of total merger be tabled indefinitely and <br />that we undertake a program designed to add to the "track <br />record" of cooperation. Such a program could lead not just <br />to cooperation but possible to joint effort or consolidation <br />or even merger in certain areas of our local governments. <br /> <br />IV. A Starting Point <br /> <br />In line with this recommendation to formally adopt a program of coop- <br />eration, we suggest these places to start: <br /> <br />1~ <br />
