<br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia,
<br />
<br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, July 12, 1983, in the
<br />
<br />Council Chamber, City Hall, beginning at 7:30 P.M., all members of Council being present,
<br />
<br />with the exception of Vice-Mayor L. D. Oakes (who was away from the City), as follows:
<br />
<br />William C. Cole, Jr., Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West.
<br />
<br />After the invocation, followed by Mayor Cole's welcome to visitors present, Council--
<br />
<br />through Mayor Cole and City Manager Edmonds--presented tokens of appreciation, in recog-
<br />
<br />nit ion of their services to the City to the following citizens and, also, to the following
<br />
<br />employees who have recently completed five-year incremental periods of employment with the
<br />
<br />City:
<br />
<br />1. Mrs. J. H. (Margaret) Irby, a member of the City School Board (for
<br />two terms) from July 1, 1977 through June 30, 1983, who chose not
<br />to be reappointed for a new term beginning July 1, 1983.
<br />
<br />2. Mr. Irving M. Groves, Jr., President & Chief Executive Officer of
<br />Piedmont Trust Bank, who resigned from membership on the City's
<br />Industrial Development Authority as of July 7, 1983, after having
<br />served as Chairman and a member of the Authority, which was created
<br />by Council on April 11, 1972, since its organizational structure
<br />was formed as of September 26, 1972.
<br />
<br />3. City Employees for following years of employment service, as of June
<br />30, 1983 (and their present positions):

<br />Donna M. Handy, Senior Computer Operator, Accounting Division, Finance
