11 TUESDAY JUNE 14, 1983 -. The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William C. Cole, Jr., presiding, was held Tuesday, June 14, 1983, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception of Councilman Francis T. West, who was away from the city--being present, viz., William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; and Eliza H. Severt. - After the invocation and Mayor Cole's welcome to visitors present, Council approved-- as recorded--the minutes of its regular meeting held May 24, 1983. Pursuant to duly-advertised public notice, Council conducted a public hearing on a petition filed on behalf of Mrs. Maria Pannill Read by Mr. J. Wayne Hill, Realtor, seeking a rezoning of Mrs. Read's property at 110 Starling Avenue from "R-6 Residential" to "P-2 Professional". There being no persons present registering any opposition to this petition or proposed rezoning, Mayor Cole declared the public hearing closed; whereupon motion, duly seconded and unanimously carried, Council accepted the Planning Commission's previously-submitted recommendation that the petition be approved and effected the requested rezoning by adopting the following ordinance amending the City's Zoning Map: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled this fourteenth day of June, 1983, that the Zoning Map of the City of Martinsville, Virginia, be--and is hereby-_amended to reclassify from "R-6 Residential" to "P_2 Professional" that certain property located at 110 Starling Avenue and identified as Lot No.9, Section 33, of the Tax Map of the City of Martinsville, Virginia. An emergency existing, this ordinance shall be in force on and after June 14, 1983. Upon motion, duly seconded and unanimously carried, Council adopted the following resolution approving the issuance by the City's Industrial Development Authority of
