Johnson to membership of the Blue Ridge Regional Library <br /> <br />Board (to succeed his wife, Mrs. Lula Johnson, who was ineligible for reappointment) for <br /> <br />a four-year term beginning July 1, 1983. Council also unanimously reappointed Messrs. <br /> <br />Walter L. Penn, III, and Hal G. Ye n, Clerk of Council <br /> <br />ADDENDUM <br /> <br />The following is a copy of a portion of City Manager Edmonds' June 6th memorandum report, <br /> <br />hereinabove referred to, relating to the Compensation Board's actions on salary adjust- <br /> <br />ments for the constitutional officers and several of their employees: <br /> <br />The recently arrived Compensation Board budget letters to the <br />Commissioner of the Revenue, the Commonwealth's Attorney, and <br />the Treasurer reveals that the Board has honored our request on <br />VSRS only in part. They have awarded 4.5%pay raises to the prin- <br />cipal in each office, as we expected, because they maintain that <br />this is mandated by the General Assembly. But, they have selected <br />certain employees with less than eight years of service that they <br />considered to be below some arbitrary and undefined scale and have <br />awarded them a 4.5% raise as well. A total of three out of ten <br />employees received the 4.5%, in addition to the principal officers. <br />We have not received any word on the Sheriff's budget as yet but <br />expect that he and two of his deputies will receive the 4.5% also. <br />
