<br />~j <br /> <br />TUESDAY <br /> <br />MAY 10, 1983 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, May 10, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />After the invocation, followed by introductory comments and welcome by Mayor Cole, <br /> <br />Council approved--as recorded--the minutes of its special meetings held April 19th, <br /> <br />April 25th, and April 28th (1983), and of its regular meeting held April 26, 1983. <br /> <br />-- <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on an <br /> <br />application for a Special-Use Permit, as filed by the Piedmont Shrine Club ( F. A. <br /> <br />Gard, Sr., Agent), for the conduct and sponsorship of a carnival at Liberty Heights <br /> <br />Fairgrounds, May 16th-21st (1983), proceeds from which to be donated to the Crippled <br /> <br />Children's Hospital, Greenville, South Carolina. There being no objections to the <br /> <br />application registered by any citizen, the hearing was declared closed and, in accep- <br /> <br />tance of the Planning Commission's recommendation that the permit be issued (subject <br /> <br />to compliance with applicable regulations and standards), Council unanimously approved <br /> <br />said application and authorized the issuance of a permit therefor. <br /> <br />Also, pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on a petition, filed by W. T. Turner (of Turner & Singleton Insurance Agency), seeking <br /> <br />the rezoning of property at 311 Starling Avenue from "R-6 Residential" to "P-2 Profes- <br /> <br />sional". There being no objections registered to this petition, Mayor Cole declared the <br /> <br />public hearing closed; whereupon motion, duly seconded and unanimously carried, Council <br /> <br />accepted the Planning Commission's recommendation that the petition be granted and, in <br />
