<br />70 <br /> <br />APRIL 26, 1983 <br /> <br />TUESDAY <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, April 26, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />Following the invocation, Mayor Cole extended a cordial welcome to visitors present. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved the minutes of its <br /> <br />regular meeting held April 12, 1983, as recorded. <br /> <br />In acknowledging receipt of the Planning Commission's recommendation that a Special-Use <br /> <br />Permit be granted the Piedmont Shrine Club to allow this organization to sponsor-conduct <br /> <br />a carnival at Liberty Heights Fairgrounds during the period May 16-21 (1983) for the benefit <br /> <br />of the Crippled Children's Hospital, Greenville, South Carolina, Council called for a duly- <br /> <br />advertised public hearing to be conducted by Council on this matter at Council's forthcoming <br /> <br />May 10th meeting. <br /> <br />After reviewing the Special-Use Permit issued June 23, 1981, for a five-year period (subject <br /> <br />to annual review), to the Martinsivlle Volunteer Fire Company for the sponsorship-conduct of <br /> <br />annual bazaars at Liberty Heights Fairgrounds, Council unanimously renewed said permit for <br /> <br />the 1983 period of June 27th-July 2nd, subject to the conditions attached to the permit when <br /> <br />initially issued. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following resolution <br /> <br />agreeing to accept--and to become the co-recipient of--a grant offer, in the amount of <br />
