A determination be made as to the City's net cost of the <br />recently-approved Mulberry Street Extension Project; <br /> <br />E. Detailed information be provided on the proposed assumption <br />by the City of the employees' 5% contribution (on gross wages) <br />to the State Retirement System; and <br /> <br />F. Exploration soon be undertaken on, and study be given to, a <br />self-insurance program for the City and, perhaps, the City <br />School System. <br /> <br />Mr. Jackson C. Dodge, Chairman of the Board of Lanier Farm, Inc., and Mr. Henry C. <br /> <br />Wall, its Vice President, appeared before Council and, while commending the Commis- <br /> <br />sioner of the Revenue and his staff for their assistance in connection with the <br /> <br />recently-completed reassessment of local taxable real estate, particularly that owned <br /> <br />by Lanier Farm, Inc., contended that--because of recent economic conditions--sales in <br /> <br />the real estate market have been so few as to provide an inequitable or unsound data <br /> <br />base for the reassessment and, as a result, some property owners are bearing the brunt <br /> <br />of the local tax burden brought about by the reassessment. <br /> <br />In addition, Messrs. Dodge <br /> <br />and Wall noted that one of Lanier Farm's apartment complexes has been increased in value <br /> <br />by 42% over the last two years and, too, some of their vacant lots, on which Lanier <br /> <br />Farm has paid taxes since 1938, are undevelopable and yet have been increased in value <br /> <br />by various reassessments. Furthermore, Messrs. Dodge and Wall indicated that a com- <br /> <br />bination of adverse economic conditions and the City's reassessment procedures (the <br /> <br />latter being in accordance with statutory requirements) makes it disadvantageous for <br /> <br />Lanier Farm to subdivide and develop its properties along an extension of Country Club <br /> <br />Drive for residential purposes, as otherwise it would prefer to do. <br /> <br />Mr. Conrad M. Knight, Architect, Chairman of the CBD Commission, appeared before Council <br /> <br />in support of the Commission's 1983-84 budget request for funds (incorporated in the <br /> <br />1983-84 City Budget) to develop plans for the proposed redevelopment of that block <br />
