Five other citizens present <br /> <br />did not speak to this matter but indicated their interest therein. Additional information <br /> <br />thereon presented by Messrs. Edmonds and Brown indicated that the Mulberry Street Extension <br /> <br />Project will cost an estimated $3,500,000.00, of which cost (for which local funds have been <br /> <br />and are being accumulated) the City will bear 15% for planning and 5% for right-of-way and <br /> <br />construction. Envisioned in the project, which may qualify after construction for State <br /> <br />primary maintenance funds as a connector between State Routes 58 and 57, would be a four- <br /> <br />lane street, with seventy feet right-of-way width, with curb-and-gutter, and with sidewalks <br /> <br />five feet in width, plus extensive improvements along Bridge Street north and south of its <br /> <br />intersection with the proposed project and with improvements along Ellsworth Street at its <br /> <br />intersection therewith. In response to a query from Councilwoman Severt, Council was informed <br /> <br />that study is being given to the real possibility of moving and relocating Miss Minter's home <br /> <br />to adjoining property which she owns, thereby enabling Miss Minter to continue living at her <br /> <br />homeplace. Meanwhile, City Manager Edmonds informed Council that he will provide Council with <br /> <br />a proposed construction time schedule as soon as it becomes available. Upon motion, duly <br /> <br />seconded and unanimously carried, Council adopted the following resolution approving the <br /> <br />project, as now designed, and requesting the Virginia Department of Highways & Transportation <br /> <br />to proceed therewith by first acquiring all necessary rights-of-way therefor: <br /> <br />WHEREAS, a public hearing was conducted on December 2, 1982, in the <br />City of Martinsville, Virginia, by representatives of the Commonwealth <br />of Virginia's Department of Highways & Transportation, after due and <br />proper notice, for the purpose of considering the proposed location <br />and design of Mulberry Street Extension (Project No. UOOO-120-103, PE-l0l) <br />in the City of Martinsville, Virginia, at which hearing aerial photographs, <br />drawings and other pertinent information were made available for public <br />inspection in accordance with State and Federal requirements; and <br /> <br />WHEREAS, all persons and parties in attendance were afforded full <br />opportunity to participate in said public hearing; and <br />
