<br />:0 <br /> <br />JANUARY 31, 1983 <br /> <br />MONDAY <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Monday, January 31, 1983, in the <br /> <br />Council Chamber, City Hall, beginning at 1:00 P.M., for the purpose of receiving a <br /> <br />report from the City's consulting engineers, R. W. Beck & Associates, on the status of <br /> <br />the City's proposed Ridgeway Hydroelectric Project and (for) taking such action in <br /> <br />connection therewith as deemed necessary. All members of Council were present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. Also present were Mr. James W. Wagoner, Jr., Chairman, and other <br /> <br />representatives of the Henry County Board of Supervisors; representatives of the Henry <br /> <br />County Public Service Authority; Mr. Irving M. Groves, Jr., Chairman, and other repre- <br /> <br />sentatives of the City's Industrial Development Authority; members of the former Select <br /> <br />Citizens Study Committee (for the Ridgeway Project); representatives of the Martinsville- <br /> <br />Henry County Chamber of Commerce; Mr. J. Roland Rhett, Chairman of the Henry County <br /> <br />Planning Commission; representatives of the Martinsville Planning Commission; former <br /> <br />Mayor Barry A. Greene and former Mayor William D. Hobson; representatives of the City's <br /> <br />financial advisors for the Ridgeway Project (Blyth Eastman Dillon & Company, Inc., <br /> <br />Paine Webber, Inc., Salomon Brothers, Inc., and Wheat First Securities, Inc.); various <br /> <br />interested citizens; and representatives of R. W. Beck & Associates (Messrs. James <br /> <br />Williamson, Robert Taylor, and George Nielsen, and Ms. Nan Nalder). <br /> <br />After the invocation, Mayor Cole extended a warm welcome to citizens and visitors <br /> <br />present, following which City Manager Edmonds commented briefly on the current status <br /> <br />of the Ridgeway Project, noting that the license application preparation phase is ending <br /> <br />and the preliminary consideration for acceptance thereof by the Federal Energy Regulatory <br /> <br />Commission should soon begin. <br />
