<br />4~ <br /> <br />DECEMBER 11, 1984 <br /> <br />TUESDAY <br /> <br />to a special meeting (to consider this and other matters) scheduled for Tuesday, <br /> <br />December 18, 1984, in the Council Chamber, City Hall, beginning at 3:00 P.M., at <br /> <br />which meeting Council will consider proposals from banking institutions offering to <br /> <br />serve as registrar and paying agent for bonds, if sold, to help finance the City's <br /> <br />cost of the Leatherwood Creek Raw Water Line. <br /> <br />Council unanimously adopted the following ordinance (as previously introduced) <br /> <br />which amends the City's Business-Professional-Occupational License Tax Ordinance, <br /> <br />as to Section 5 of Article II thereof, to reduce--as State-mandated--from $3,000.00 <br /> <br />to $1,000.00 the amount of license tax which can be assessed against fortune-tellers, <br /> <br />(etc.) : <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular session on December 11, 1984, that the Business, Profes- <br />sional, Occupational License Tax Ordinance, 1983, be amended in <br />Article II, Section 5, so as to read as follows: <br /> <br />5. FORTUNE-TELLERS, ETC. Every person who, for compen- <br />sation, pretends to tell fortunes, presumes to act <br />as a clairvoyant, or practices palmistry or phrenology <br />in the City shall pay a license tax of $1,000 a year <br />and the same shall not be transferable or proratable. <br /> <br />City Manager Edmonds reported that, in response to invitation, no bids have been <br /> <br />received for the purchase of the City's "Poor House Farm" property. <br /> <br />Council unanimously authorized City Attorney Worthy to proceed with instituting <br /> <br />suits against the following property owners, from whom delinquent taxes and interest <br /> <br />are due, it being determined that methods available to and employed by the City's <br /> <br />Delinquent Tax Collector have been unsuccessful in collecting these taxes and interest: <br />
