<br />4~ <br /> <br />TUESDAY <br /> <br />SEPTEMBER 11, 1984 <br /> <br />and Jack Howe, Senior Vice-Presidents) by which Wheat, First Securities, Inc., will serve <br /> <br />~ <br /> <br />as the City's financial consultants (or advisors) for the City's proposed water-sewer <br /> <br />system improvements on which bond referenda are scheduled for November 6, 1984. <br /> <br />Council unanimously accepted a report on activities of the City's Personnel Office (pre- <br /> <br />pared by Mr. J. Michael Grubbs, Administrative Assistant to the City Manager) for the fis- <br /> <br />cal year ended June 30, 1984. <br /> <br />Council also unanimously accepted a report on the City-County Rental Assistance Program <br /> <br />(prepared by Mrs. Rebecca C. Miller, Housing Services Supervisor, and J. Michael Grubbs, <br /> <br />Administrative Assistant to the City Manager) for the fiscal year ended June 30, 1984. <br /> <br />In response to Council's request from its August 28th meeting, City Manager Edmonds (by <br /> <br />written report) reviewed the development of the present Farmers' Market located on the <br /> <br />City's Fayette Street Parking Lot, about which (Market) some concerns have recently been <br /> <br />expressed as to its current operations as well as to its continuation. Mr. Edmonds, in <br /> <br />his summation, suggested the following alternatives: <br /> <br />The City has been generally supportive for many years of the sale of <br />farm products in the Central Business District. We feel that there <br />is still a need for a Farmers' Market in the City and that the Fayette <br />Street Parking Lot is an ideal location for it. We question, however, <br />the wisdom of operating the market as a function of the City or of <br />financially subsidizing the Market Association. <br /> <br />One alternative is to refer the entire operation to the CBD Commission <br />for study and recommendation. Such a review could include meeting with <br />representatives of the Market Association, staff of the Agriculture <br />Extension Service and others who are interested in the whole proposition. <br /> <br />Another alternative is to leave the issue alone and see if the Association <br />can pull itself together, as a matter of private enterprise. If the <br />organization should dissolve or go inactive, the shelter and leased space <br />could revert to a less structured, first-come-first_served arrangement. <br />This would probably result in some routine clean-up problems for us, but <br />we could post some general rules and instructions at the site to govern <br />its use and hedge against such difficulties. <br />
