<br />4J <br /> <br />TUESDAY <br /> <br />AUGUST 28, 1984 <br /> <br />cooperate in complying with the requirements of Section <br />103(n) of the Code (and any implementing Treasury <br />Regulations, whether temporary or final) and the Order, <br />to the end that there shall be allocated to all "private <br />activity bonds" issued by the Authority to finance <br />projects located within the City , and which the <br />Authority deems worthy, sufficient "private activity <br />bond limit" to assure exemption of the interest on the <br />bonds from Federal income taxation. <br /> <br />4. This resolution shall take effect immediately upon its <br />adoption. <br /> <br />Council unanimously accepted for introduction a proposed ordinance which would amend <br /> <br />Section 22-62 of the City Code, relating to driver permits to operate taxi-cabs and <br /> <br />for-hire passenger vehicles within the City. In presenting this proposed amendment, <br /> <br />City Manager Edmonds, along with Police Chief Terry L. Roop, pointed out that some <br /> <br />relaxation of present restrictions is included; however, Mr. Robert A. Williams, <br /> <br />Attorney at Law, speaking to this matter, suggested further relaxation than that pro- <br /> <br />posed, somewhat in keeping with penalties imposed on professional-occupation indi- <br /> <br />viduals who are convicted of violations of certain laws or rules of ethics. Mr. <br /> <br />Williams further suggested that the Police Chief (who administers this section of the <br /> <br />Code) be vested with certain discretionary powers in administering the section; how- <br /> <br />ever, both City Manager Edmonds and Police Chief Roop pointed out inherent dangers in <br /> <br />this latter suggestion. Mr. John Harden, owner-operator of a Yellow Cab in the City~ <br /> <br />voiced support of the proposed amendment, whereas a Martin Cab owner indicated lack <br /> <br />of support. In accepting the amending ordinance for introduction~ Council suggested <br /> <br />that City Manager Edmonds confer with City Attorney Worthy to consider the various <br /> <br />suggestions offered and (that) City Manager Edmonds compile for Council a summary of <br /> <br />permit restrictions in force in other Virginia cities. <br /> <br />In connection with proposed bond referenda ordinances hereinafter considered and acted <br /> <br />upon by Council, Ms. Bonnie M. France~ of the law firm of McGuire~ Woods & Battle <br />
