<br />~o~ <br /> <br />TUESDAY <br /> <br />AUGUST 14, 1984 <br /> <br />Wiley & Wilson is proceeding on both fronts, based on the Coun- <br />cil's authorization of May 8. As a corollary matter, our staff, <br />with the help of the City Attorney, has completed a report and <br />recommendations concerning steps necessary to financing of the <br />plant improvements and expansion (as well as the Leatherwood <br />Water Project). This report is also on the agenda for your <br />August 14 meeting, and we will be requesting certain additional <br />authorizations at that time. <br /> <br />Again, the Council will have to decide whether any or all of <br />this will be suspended in the event that this new proposal is <br />pursued and we are returned to additional study and negotiation. <br /> <br />Current Alternatives <br /> <br />As 1 see it, the Council has three alternatives at the moment. <br />Two of these are fairly obvious. The third is one which has not <br />been seriously discussed before, but which may deserve consider- <br />ation. <br /> <br />Alternative #1. Stay the present course. It was <br />studied from every angle. It is in accordance with <br />approved concepts and plans. It is satisfactory with <br />the State regulatory agencies. <br /> <br />Alternative #2. Return to negotiation as proposed and <br />see what new projections and approaches P.S.A. is talk- <br />ing about. Reanalyze the data as quickly as possible, <br />giving full consideration to all cost issues (0 & M as <br />well as capital), and change courses if such is justi- <br />fied. <br /> <br />Alternative #3. Propose to P.S.A. the joint engagement <br />of a third consulting engineering firm. A third firm <br />could be hired and charged not with developing a lot of <br />new data, but with extensively reviewing all previous <br />assumptions and proposals developed by Wiley & Wilson <br />and Overman & Associates. The third firm would then be <br />expected to render objective recommendations as to a <br />proper course for the City and P.S.A. to follow. <br /> <br />Summary and Recommendations <br /> <br />The proposal at hand would reopen a complicated and devisive is- <br />sue. Depending on the answers you provide to some of the ques- <br />tions above, it could compromise our commitments to the Health <br />Department and Water Control Board. <br /> <br />It is the recommendation of your staff and consultants that: <br /> <br />1. Wiley & Wilson's current authorizations to <br />design improvements to and expansion of our <br />treatment plant go undisturbed and as <br />scheduled. <br />
