<br />39 <br /> <br />TUESDAY <br /> <br />AUGUST 14, 1984 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, August 14, 1984, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; Eliza H. Severt, Vice-Mayor; Alfred T. Groden; L. D. Oakes; <br /> <br />and Clyde L. Williams. <br /> <br />After the invocation and following Mayor Cole's cordial welcome to visitors present, <br /> <br />Council approved--as recorded--the minutes of its regular meeting held July 24, 1984. <br /> <br />Pursuant to duly-advertised notice, Council conducted a public hearing on certain pro- <br /> <br />posed amendments to the City's 1984-85 budget, whereby surplus funds from the City's <br /> <br />1983-84 budget would be reappropriated to honor specific purchase orders and/or con- <br /> <br />tracts outstanding at June 30, 1984. There being no objections registered by any <br /> <br />citizen to the proposed amendments, Council unanimously reappropriated the following <br /> <br />amounts (by funds) for individual line items and purposes presented in detail by City <br /> <br />Manager Edmonds: <br /> <br />Sewer Fund <br /> <br />$ 7,376.00 <br />$ 3,054.00 <br />$39,000.00 <br />$ 9,923.00 <br />$59,353.00 <br /> <br />General Fund <br /> <br />Water Fund <br /> <br />Revenue-Sharing Fund <br /> <br />Total <br /> <br />Upon recommendation by the City's Industrial Development Authority, Council unanimously <br /> <br />approved the proposed issuance by the Authority of its revenue bonds (in an amount esti- <br /> <br />mated at $1,121,500.00) to assist Fibre Container Company, Inc., in the financing of the <br /> <br />acquisition, renovation, and equipping of a facility to be used for corrugated box <br />
